Treasurer's Office

The Treasurer's Office or Accounting Department is headed by Treasurer Arsene F. Letourneau, CMFO and assisted by Deputy Treasurer Rebecca L. Pelkey and Account Clerk/Typist Patricia A. Garrand .  The Treasurer is also the Village Tax Collector.

The Treasurer's Office maintains custody of all Village funds and keeps an account of all Village receipts and expenditures in ompliance with the uniform system of accounts issued by the Office of the State Comptroller.

The Treasurer's Office bills and collects monthly utility bills (electric, water and sewer charges), real property taxes, Civic Center charges and other various miscellaneous charges and receipts.

The Treasurer's Office is also responsible for the village payroll; payment of all village expenditures; the sale of hunting and fishing licenses; and maintains compliance with the Village's Investment, Procurement and other financial polices.

An annual financial report of the Village's revenues, expenditures and outstanding indebtedness is filed with the Village Clerk and the Office of the New York State Comptroller for each fiscal year ending May 31st.

ONLINE BILL PAY

The Treasurer's Office offers online eCheck, credit (Visa, MasterCard and Discover) and debit card payments through Xpress-pay.com as a convenience for customers for the following types of bills:  utility bills (Electric, Water and Sewer, including eBills); property taxes; Civic Center Bills, building  and demolition permits and hunting and fishing licenses.  NOTE:  Xpress-pay.com charges a small convenience fee (2.85% + $.28) for credit card payments and $2.50 for eCheck payments which is shown prior to the entry of payment information.  The Village does not receive or store card numbers. Click the Xpress-pay.com link below for more information or to use this service.

WEB INQUIRY AND PAYMENT PORTAL (WIPP) 

The Treasurer's Office offers WIPP  for viewing utiility customer's transaction history against their accounts and provide a means of  payment of their utility bills (Electric, Water and Sewer).  NOTE:  WIPP charges a convenience fee on payments for the use of its site. The Village does not receive or store card numbers.  The Treasurer's Office encourages utility customers to go green and sign up for eBills.  A PIN is required to use this service.  Please call the office for additional information.

NON-SUFFICIENT FUNDS/RETURNED CHECK POLICY


  VILLAGE OF ROUSES POINT TAXES  

Another service provided by the Treasurer's Office is the posting of the Village tax bills and receipts online.  Tax bills and receipts for tax years 2006 to present can be viewed and printed as warranted.  Please note 2009 tax bills and receipts link is not available online.

PROPERTY ASSESSMENTS

Please be advised the Town of Champlain Assessor's Office at the Town Hall, 729 Rte 9, is staffed every Thursday from 9:00am-3:30pm for exemption renewals and assessment questions.  The phone number is  518-298-8160.  The email address is assessor@primelink1.net.  Return all exemptions to: Clinton County Real Property Office, 137 Margaret Street, Government Center Suite 210, Plattsburgh, NY 12901.  The phone number is 518-565-4762.

UTILITY RATES

All rate schedules, tariffs and other charges are available for inspection at the Village Business Office anytime, Monday through Friday from 7:30am - 4:00pm or click below for the current Village Utility Rates.

   HUNTING AND FISHING LICENSES 


The Treasurer's Office is an official license agent for hunting and fishng licenses through the New York State Department of Conservation's DECALS system.  Hunting and fishing licenses may be purchased at the Treasurer's Office between the following hours:  Monday through Friday 7:30AM - 11:45PM and 12:30PM - 3:45PM.  For further information on license requirements and fees visit the New York State Department of Conservation at  www.decny.gov/permits/6101.html.
